Simon Lewis is to become Gordon Brown’s new director of communications

Gordon Brown has hired the former spin doctor who helped rescued the Queen’s reputation after the death of Princess Diana.

The Prime Minister is hoping to restore his battered reputation by bringing in the services of suave public relations executive Simon Lewis.

Mr Lewis will also conduct daily briefings of journalists as the Prime Minister’s official spokesman and will join No 10 as a civil servant.

The communications supremo, who has worked for Buckingham Palace for two years and is an old friend of Lord Mandelson, is set to replace Mr Brown’s official spokesman Michael Ellam.

His civil service appointment is set to be announced as early as this week.

But his appointment will not be without controversy. Mr Lewis’ brother Will is the editor of the Daily Telegraph, whose expenses revelations have damaged the reputation of Parliament.

Mr Brown’s current spokesman said today: ‘We can confirm that, subject to finalising detailed arrangements, Simon Lewis will be joining the Prime Minister’s office as director of communications and Prime Minister’s official spokesman in July, following my return to the Treasury.

‘He will be a direct replacement for me, so he will come in as a civil servant.’

Mr Brown’s spokesman added: ‘Simon Lewis is a very experienced public relations professional with a very strong track record working in both the public and private sectors.’

An Oxbridge graduate and football fan, Mr Lewis’s career began at the City offices of Shandwick Consultants.

Mr Lewis sprang to fame in 1998 when the Queen chose him as her new spin doctor on a £230,000 salary.

He went on to work at Vodafone, but his time there was marked by a boardroom rift in which directors led by Lord MacLaurin, then chairman, came close to ousting Arun Sarin, chief executive.

Mr Lewis was a central figure in bolstering his man, who ultimately prevailed, earning him a reputation for fierce loyalty which might be seen as a useful attribute by a prime minister who has been the victim of numerous plots in recent weeks.

He left Vodafone in February after Vittorio Colao succeeded Mr Sarin.

Mr Lewis’s appointment comes after the Prime Minister’s close ally and political adviser Damian McBride was forced to step down over the smeargate email row.

Buckingham Palace officials credited Mr Lewis with doing a  ‘huge amount to develop our thoughts and processes’ in the wake of Princess Diana’s death.

Mr Lewis, who is a Labour Party member, is well connected in Labour circles.

A further update on this case, we served Bolton Council with a proof of claim and gave them seven days to respond and if they failed to provide the proof of claim in the seven days then they are admitting they had no lawful jurisdiction to remove money for Council tax, admitting they are a company and not an authority and agreeing to pay me £5000 for taking money from me unlawfully. Needless to say they did not respond so I served them with an invoice for £5000 and a little reminder a CCJ will be registered against them.

Here are some ideas:

It is unlawful to spend taxpayers money that is not of benefit to the taxpayer.
Therefore:
Please demonstrate the financial and professional advantages of the expenditure of taxpayers money on ‘training’ courses for council officers, civil servants, provided by Common Purpose. Please identify who authorised the payments.

Shortly, the council’s accounts will be open for scrutiny, ahead of audit.
Therefore:
Please direct me to where I can see for myself where in the annual accounts it can be seen the costs of Common Purpose training to the ratepayer.

There are strict rules of governance for any council.
Therefore:
Please show at what council meetings the expenditure on Common Purpose was debated and approved, along with the minutes of any scrutiny meeting.

Where ‘graduates’ are involved in Common Purpose activities, such as meetings or work on behalf of Common Purpose, there is a consequent cost to the taxpayer.
Therefore:
Please evaluate and disclose the cost to the taxpayer for time and resources expended by Common Purpose graduates who attend Common Purpose meetings, and include the cost to the taxpayer of the associated costs of administration and hospitality.

The Chatham House rules of Common Purpose, plus the fact that meetings are not open to the public, plus the fact that membership is by internal invitation only, formally class Common Purpose as a secret organisation as defined by the national code of conduct for civil servants.
Therefore:
Please identify all graduates of Common Purpose within the council, and provide their declarations of interest whenever they have attended meetings that discussed issues for which Common Purpose Advisory Meetings have already made a decision.

Here are some questions that were put to the corruption capital of Europe – Sheffield, last November:
Questions for Full Council, 5 November 2008+. Of course, the third party is Common Purpose, but is not named in the council chamber because of protocols.

Lord Mayor, this council, in advance of a full written reply, is invited to respond verbally to each of the following with a single word of not more than two letters:

Is it right that:-
1 – decisions concerning policy and expenditure affecting this council are made at meetings of a third party that bypasses the democratic, executive and scrutiny functions of this council
2 – membership of this third party, which includes senior council officers, are chosen by the third party for their value to the third party and trained at ratepayers’ expense, whilst this council has admitted that these costs “ are of no tangible financial benefit to the ratepayer ”
3 – the so-called members, or officials of the third party use unaccounted council employee time and resources for the business of the third party, and as with their so-called training, the activities of the third party within the council have escaped the attention of this Full Council, Cabinet, and Scrutiny Panel
4 – meetings of the third party are held using a corporate account, off-books, to pay for the hospitality at these meetings ( anyone remember “ The Syndicate? ” )
5 – citizens are not only lied to when questions are asked about the third party, but are not even allowed to know which council officers have received the so-called training at the ratepayers’ expense, and legitimate requests are still being unlawfully withheld
6 – the third party coaches its members on how to avoid answering FoI requests and to break the DPA with unlawful disclosures
7 – the third party encourages its members to identify 12-15 year olds for grooming before placement for so-called training without any evidence of having carried out the statutory criminal safety checks
8 – those identified with the third party, in any capacity or association, are among the same people determined as either corrupt or behind the worst and continuing abuses of citizens ?

Lord Mayor and Elected Members, given the date, enjoy the fireworks, but don’t get burnt. Thank you.

These questions caused such an uproar that the effects, secrecy and deceptions continue to this day.
